The El Dorado Irrigation District’s (EID’s) El Dorado Forebay Dam and Reservoir act as storage for domestic and irrigation water supply, and for hydroelectric power generation.
The dam itself performed reliably since its construction in 1923; however, in 2016 it was determined it no longer met current dam safety standards and had lost nearly one third of its original volume capacity from sedimentation in the reservoir. EID worked with other consultants to undergo design and construction improvements of the Forebay dam during 2018 - 2020.
KGS Group’s work involved a comprehensive assessment of dam safety, along with evaluations of design, construction and analyses of record.
This included:
- Reviewing background information and the design/construction, and independent checks on current analysis of record
- Preparing an Inspection Plan
- Preparing the CA-PIPR
- Performing comprehensive inspections, potential failure mode analysis, and hosting L2RA workshops (SQRA)
- Preparing the CA Report and Risk Report, including risk matrix and DSRC
- Attending meetings with the FERC regional engineer and RIDM branch chief as well as the final CA review meeting with FERC
